Abstract
Capacity building The water resources of the Southern African Development Community (SADC) are highly sensitive and complex to understand, govern, use effectively and distribute fairly. This reality is created by many overlapping factors, among others the fact that water is fundamentally a shared resource in the region. Some of the most economically developed southern African states have limited water resources, which may constrain future economic development. This makes it imperative to work carefully with this resource to ensure its continued availability, at an affordable price, to existing and future generations.
