Abstract
2 April 2005 exists. Nevertheless, water transfers projected by the SNHP have met with strong public opposition in the donor territories and created great controversy due to water being considered a symbol of life and prosperity. One result has been that the SNHP has encouraged alternative ways to obtain high-quality water resources by desalinating sea-water and brackish water and by recycling and purifying wastewater (Gascó, 2004). Indeed, plans are afoot to amend the water policy, increasing the investment in desalination plants and decreasing the investment in water transfers.
